Whistleblower Protection Program

OIG Whistleblower Ombudsman: Vincent Mulloy, Counsel to the Inspector General

Ombudsman@cncsoig.gov

Whistleblower Protection

The people involved in CNCS programs and operations, whether employees of the Corporation, grantees or contractors, are in the best position to detect serious problems when they occur. You can help the Office of Inspector General (OIG) improve management and eliminate fraud by informing of OIG of fraud, waste, abuse, mismanagement or unnecessary government expenditures. OIG takes these disclosures very seriously and investigates credible allegations thoroughly and impartially. We depend upon you to let us know when you see something that appears to be improper.

Federal law prohibits reprisal against anyone who makes such a disclosure. If you believe that you have been retaliated against for reporting fraud or mismanagement, OIG can assist you. The OIG Whistleblower Ombudsman, Counsel to the Inspector General, Vincent Mulloy, reviews reprisal complaints and serves as a safe and confidential point of contact for evaluating whistleblower disclosures.

The OIG may use the information you provide to investigate allegations of fraud, waste, abuse, and misconduct by Corporation employees, contractors, or grantees. The OIG is authorized to collect this information pursuant to the Inspector General Act of 1978 as amended, 5 U.S.C. App. 3.  Submission of any information is voluntary.  However, failure to provide the OIG with all of the information needed to investigate could result in an incomplete investigation
